Das ist nicht dasselbe. Es heißt nur dass es Singleplayer-Elemente im Multiplayer geben wird.
Um's noch klarer zu machen, hier das was die Entwickler gegenüber Penny Arcade gesagt haben.
Sie werden Cutscenes, Story und NPCs wie man sie aus Singleplayer-Games kennt in die Matches mit einfügen. Das heißt aber nicht dass es eine Offline-Kampagne geben wird. World of Warcraft hat auch dasselbe, deswegen hat es aber trotzdem keinen Singleplayer.
EDIT: Bevor sich jetzt jemand auf das "do I need to be online" aufhängt möchte ich nochmal explizit darauf hinweisen dass die Frage absichtlich vermieden wurde ohne eine Antwort zu geben.
