Das glaub ich jetzt mal nicht wirklich. Sieht eher so aus als wäre der Level ausschnitt nicht komplett und Verbindungen zu anderen Stadtteilen möglich.

Und selbst wenn: Man wird nicht fliegen, tauchen und evtl. Auch nicht Boot fahren. Also braucht man keine Leere Steppe oder riesige Berge. Hacken auf der Landstraße würde das Spielprinzip völlig ad absurdum führen, immerhin dreht sich alles um dieses Urbane Sicherheitssystem und deren Lücken.

Ich gehe davon aus dass man anders als in GTA V eher zu Fuß unterwegs sein wird und somit auch kürzere Wege machbar sind.
